Founded in 1967, the Hays Arts Council functions in the role of provider and facilitator of arts events, activities, and experiences – for both children and adults in Hays, Kansas and the surrounding area. Its mission is to foster, promote, encourage and increase the knowledge, appreciation and practice of the arts by supporting creative expression and the exchange of ideas in Hays and the surrounding area.  "Art improves the quality of life. The Hays Arts Council promotes the visual, performing, and literary arts for the people of our region. We support creative expression, foster arts education, and bring cultural experiences to the community."

The primary service area of the Hays Arts Council is Hays and Ellis County, Kansas.  Secondary areas include the surrounding counties, followed by northwest Kansas.
